Yeah, but this drawing has it (correctly) without the Ø symbol, but (incorrectly) without separate X and Y callout (that's what tricked me), so I'm not...

Here how I would approach this:- Create your initial rough alignment however you please
- Measure Datum A as a plane
- Level Z on A and zero Z
- Measure

Agreed the callout is strange, but it's not it being a "surface" that worries me (on a cylinder, a surface callout is substantially equivalent...
