Importing dxf file/Scale Ratio

My program goes twice as far in X & Y directions from the origin. I created the program using imported dxf file. The original file is drawn in 2:1 scale and converted to a dxf file.

Do I have to scale down the dxf file to 1:1?
And, if I need to do it, How do you scale it down?

Operation - Graphics display window - Transform
and you have the scale area, enter 0.5 and select apply...
