Diameters along a cylinder/tapered cylinder from point cloud

We are new to using the point clouds in PCDMIS. Is there a way to do this? The part is large (~8' long, 22"dia) so the scans do not cover the entire diameter. I know I can do it with touch probing and trigger planes.

Also, they are asking for the diameters +/-.005", is this asking a bit much of a portable (7525SEI) on a tripod in non-inspection lab climate? I feel like it is, especially with a leapfrog in the program.
