When I create a program in CAD with the part oriented as close to CAR POS.as possible the nominals come in as close to CAR POS.as possible but if I move the part to a new position the nominals are different. Should they (nominals)change if my part changes to a new positon?

Show us your alignment. What do you mean new position? Are you zeroing out on a new feature, in your alignment? That will change your nominals.

If I understand your question correctly, it depends on how you do it. PC-DMIS should ask you if you want to change nominals based on the new alignment.
I don't use CAD or car position, so I may be wrong. There are others that may be better at helping on this one.
When in doubt, post code. A second set of eyes might see something you missed.

If you have FIND NOMINALS turned on they will change everytime you execute if you've moved the CAD. The nominals DID change when you moved the CAD so PCDMIS looks for the new locations when FIND NOMINALS is turned on.

If you are NOT using an iterative alignment, you need to do teh CAD=PART so that when you move the part to a new place on the rock, the cad will move with it when you align it (among other reasons).
