Don Ruggieri , Benedictj1 has already contacted me directly. I explained what was happening.
The difference in the reported values is due to the U modifier having a different value for each call-out. When the U modifier is invoked, we essentially shift nominal to the centre of the zone. This means that for FCFPROF3, the nominal is 0.001 further away from the CAD surface than it is for FCFPROF2. This is born out by comparing the MAX and MIN values. FCFPROF2’s min is -0.00007 whereas FCFPROF3’s MIN is -0.00107 (0.001 further from nominal). The MEAS is twice the largest deviation (as I explained for the other problem we discussed) 0.00177/2=0.000885 for FCFPROF2 & 0.00213/2=0.001065 for FCFPROF3.

So I did a test and created anew program in 2019R1, scanned datums and surface for dimensioning. The result was as expected using the old standard. I opened the program in 2021.1 build#58 and ran the same program. I dimensioned the profile the exact same way and as expected the result value was 2xmax.
So i changed the tolerance zone to UNILATERAL and UNEQUAL BILATERAL. Results in 2019R1 were as expected, measured value was the same but the OOT was different. I did the same thing in 2021.1 and the measured value was different for each variation of the callout, min and max were also different.....
