profile of a surface

I am constructing a SCN from various points...then measuring profile of a surface based on the SCN with form and location...
All the points are constructed as planes and have there own dimensions and they are well with in .001 of nominal dimensions but the profile keeps coming up way over the max tolerance.

I turned on text and I am not sure where the values are coming from, doesn't seem to match the Actual of the points taken.

I have several parts that you throw a mic over the features or measure an arc or diameter and the sizes are right at nominal.
This is all fine and good form is there, but the location of the form is where that perfect form needs too be, form and location.
