This has been an on-going bug with PC-DMIS. There are numerous threads about this: Datum out of tolerance.
One thing I have figured out, is dimension (TP) Datum D first; if has a TP, then assign the datum def to it, then in the Reporting section , select none for output. then it will apply tolerance and bonus.
Sometimes this will bring the datum back into 'tolerance'

    I got it!!!

I was playing around with legacy dimension mode and i was able to turn it off so it doesnt show on the report. I dont know why, but if i turn off legacy mode and try to do it, it doest work. By the way i am using pcdmis 2018 r1.

Nothing gets reported in the REPORT. But you can also report it later. Sometimes in the 'flow' of reporting items; things get reported in the wrong order. This is just a work around.
