I get that, but that is not the radial deviation. It is the full deviation from axis end point to axis end point.

same thing, the "measured value" is the zone required for the feature to be in tolerance for POSITION, you are not asking it for ANGULARITY, your cylinder goes from 0,0 at one end to "whatever" the deviation is at the other end, and for position, it makes that a diameter, not the radius that you have.
