It has long been the convention to make such posts a part of Off Topic blog channel. This used to be done by the moderators (they would move job offers to that forum site and remind the poster of the convention to put such posts there). Guess its probably more of an "old dog" habit by long time users of this forum to expect it to continue that way. Hopes this helps explain why it really matters.

This would be the same reason, when your boss ask you for something, and it takes you 20 minutes to find what he wants, because you have crap all over the place, but if you say you keep everything in a nice order so you can find things. Then that would be the same reason why you ask. So it's easier for others to find.
