I try intersection and get that occasionally, try pierced point and see if that will work. I wish I could explain why the intersection won't work. The only thing I can think of is direction. Maybe one our resident gurus can explain it.
Can you do a plane/cylinder intersect point? I would create a line on the plane, in the Y- direction. Then, create the line/cyl intersect point.

The vectors for the plane and the cylinder are almost perfectly 90 degrees from each other, they won't intersect. The vectors need to be (generally) the same for them to intersect, or at the very least not 90 degrees from each other.

If I am seeing the print correct, I would make two lines; one on the angled surface and one on the flat surface. From there I would construct an intersect point from the two lines. Note: You need to be in the correct workplane for lines to be created properly.
