3.7mr3 Window Layouts(toolbars)

GHood morning folks,

When using 3.7mr3 I am finding that the insertion of new toolbars does stick. Does anyone have any info that could help me?
This isn't my machine.

Apparently modifying the standard toolbars does not stick. This is what I have done. I believe that the modified standard toolbar is saved as part of the user profile. All other users would still have the unmodified standard toolbars. You might want to do a test to ensure this is true.
