Step 1: Go to File/Reporting/Edit/Label Template
Step 2: Pick FILE_HEADER.LBL
Step 3: Pick the cell that includes the PC-DMIS graphic. Click (double click) a few times on it until the background in ONLY THAT cell becomes blue!!!!
Step 4: When the background is blue, right click on it. That brings up a menu that will allow you choose a new graphic for in the report. Hit apply.
BUT THERE IS ANOTHER PITFALL!!!!!!!!!!!!!
You can NOT save this LBL file until you take the "read-only" property off. Wilcox has protected all .LBL files (see C:\PCDMISW\reporting, click file and then on properties and you will see that they are all read only!).
I suggest you copy all files in reporting to a back-up directory, so you do not loose the defaults. Then go back to C:\PCDMISW\reporting and take the read-only check mark off of all the .LBL files. Now you can overwrite them.
Go back into PC-DMIS and save your FILE_HEADER.LBL.

I agree, now that I know how to do it, it is not difficult at all.
It wasn't easy to figure it out on my own. My biggest problem was finding the read-only property that was set. It would be nice if the software would check for this and provide a warning! That would have sped up my search work by probably 2 weeks.
Anyway, I should have checked here first of course. Thanks for your help.
