Read File

I've been working on this old program that i need to use. It used to work but now it doesn't. I've traced the problem back to the fact that a file isn't being read and info from the file isn't being extracted. I've tried everything, re-writing the code, the external file that needs to be read in, creating a new file with the same data, changing names, checking settings to see if there's anything i've missed, turning the computer off and on etc etc. Is there something i'm missing here?

I can't get to the code now because i've finished and i won't be back for a month I've gave up on it anyway! Decided to write a new program that doesn't mess up so much, probably the best idea.
