    Default funnel shaped washer

I have to check a small sheet metal washer, kind of funnel shaped,
50mm OD, 25mm ID, 4.5mm ht, 1mm thick, CAD is available.
The part is pierced normal to the Z axis, resulting in the trim not being
    perp. to the form.
We are trying to supply the Datum scheme since there is none, only the hole sizes and a 0.1mm profile on the surface(not a typo).
I have tried many different iteration process' and best fit, but the alignment will not repeat. I am looking for some ideas how to get the part aligned and a repeatable program to show what we have, what we can hold and run.
I am thinking a cradle or hard-stops for alignments but would like some ideas.

    Thanks,
    Gary

Are the walls of the 25mm ID parallel with the cone or are they at 90° to the walls of the cone.

Part of the trouble is the hole is pierced after the part is formed, resulting in the walls of the holes perp to the primary z axis, not 90° to the form. I would guess the angle of the cone at 20°, hope that describes it better.
I do not have the cad or print with me, hope I have explained the part clearly.
    Thanks

If I'm following correctly this sound like a great place for zeroing both the X & Y. After that if you are sitting on one end of the cone zero the Z on that.WASHER.jpg

Yes, that is close to the part, but with the bottom is pierced out making an angle to the form condition, not giving anything to align to.
The rotation is what seems to be killing the alignments.
I think aligning to a base with an on size pn reamed into a plate to origin on?
    Thanks for the help!

Level, xyz zero. No rotation needed. Unless there are more features you have not mentioned.
