Offset line problem

I am trying to create an offset line projected onto a plane. I select the plane that I want to project to as my work plane and then create the offset line. The line is raised up off of the plane by the offset distance instead of offsetting the line parallel to the plane. Is there a way to do this without creating the line and then rotating it?

I 'reported' for 3 days straight about these "REPLY-SPAM-BOTS" and it does not appear to have done any good.
